Sex Offender Busted Lingering Near School Bus Stop in North Stafford: Police

A 45-year-old sex offender lied to deputies about his identity when he was caught hanging around a school bus stop earlier week, authorities said.

Teddy Morrow, of Orange, was spotted by a concerned resident who contacted the Stafford County Sheriff's Office about a suspicious person hanging around a North Stafford bus stop at 3 p.m., deputies said. 

When deputies arrived Morrow gave them a fake name, the Sheriff's Office said, but they were ultimately able to confirm who he really was using DMV records. 

It's unclear if any students came in contact with Morrow, the Sheriff's Office said. None were there when deputies arrived, Major C. Shawn Kimmitz noted, but a bus of kid unloaded there during their investigation.

Morrow was convicted in 2015 of having carnal knowledge of a child between the ages of 13 and 15, according to the Virginia Sex Offender Registry. He is a Tier III offender, which is reserved for the most serious crimes. The state requires Morrow to register as a sex offender as part of his sentence, and he is forbidden from being within 100 feet of a playground, athletic field or facility, or gym. 

Deputies arrested Morrow and placed him in the Rappahannock Regional Jail. He is being held without bond, the Sheriff's Office said.
